Two Suspension Authorities, Two Payment Paths
Rhode Island splits license suspension authority between two agencies: the DMV Insurance Verification Office handles administrative suspensions for insurance lapses and registration violations, while the Traffic Tribunal handles adjudicative suspensions tied to court orders, DUI convictions, and points-based revocations.
Most drivers discover this split only after paying the wrong office first. The DMV cannot process a Traffic Tribunal suspension, and the Tribunal cannot lift a DMV administrative hold. Paying the fee to the wrong authority does not start the two-business-day processing clock—it resets your timeline to zero once you identify the correct path.

Administrative Suspensions: DMV Payment Path
The DMV Insurance Verification Office suspends licenses for insurance lapses under RIGL 31-47.4-4, unregistered vehicles, and failure to respond to DMV notices.
Before the DMV accepts payment, you must resolve the underlying compliance issue. For insurance-lapse suspensions, that means filing proof of current coverage with the Insurance Verification Office—either an electronic filing from your carrier or a paper certificate delivered in person. For registration violations, you must register the vehicle or surrender the plates. The DMV will not process your reinstatement fee until the compliance file closes.
The DMV accepts cash, check, money order, and major credit cards. Processing takes two business days from the date payment posts. You cannot drive legally during those two days—your license remains suspended until the DMV updates the record and issues clearance.
Paying the reinstatement fee before resolving the compliance trigger—insurance lapse, unregistered vehicle, or court-ordered requirement—does not start the processing clock.
Traffic Tribunal Suspensions: Court-Order Payment Path

The Tribunal requires proof that you have completed all court-ordered conditions before accepting payment: alcohol education programs, community service hours, ignition interlock installation certificates, and any fines or surcharges imposed by the sentencing judge. Bring documentation of completion to the Tribunal office in Providence.
The Tribunal accepts payment by cash, check, money order, or credit card. Once payment posts and the Tribunal verifies that all court conditions are satisfied, it issues a clearance order to the DMV. The DMV then processes the reinstatement over the next two business days. Your license remains suspended until the DMV updates its system—the Tribunal's clearance alone does not authorize you to drive.
Hardship License Holders: Additional Restriction Fee
The hardship license itself carried a $27.50 restriction fee at issuance, paid separately when you applied through the Traffic Tribunal. That fee does not recur at reinstatement unless you are applying for a new hardship period.
The interlock device itself carried a $100 installation fee at the time of hardship approval; that fee is not part of the reinstatement process.
The DMV does not automatically remove interlock restrictions when you pay the reinstatement fee. If your court order required interlock for a fixed period, bring proof of completion—a certificate from the interlock provider showing the full term was served—to the DMV Adjudication Office when you pay. Without that certificate, the interlock restriction remains on your license even after reinstatement.
RI Reinstatement Processing Time
2 business days
Rhode Island processes license reinstatements within two business days after payment posts and all compliance conditions are verified. You cannot drive legally during this window—the suspension remains in effect until the DMV updates its system and issues clearance.

Insurance Filing Before Reinstatement
Rhode Island eliminated its SR-22 financial responsibility certificate requirement in July 2018. Drivers reinstating after an insurance-lapse suspension do not file an SR-22 or any other certificate with the DMV. You must carry liability coverage that meets Rhode Island's minimum limits—$25,000 per person, $50,000 per accident for bodily injury, and $25,000 for property damage—but your carrier does not file proof electronically unless the suspension was triggered by a specific lapse event.
If your suspension was insurance-related, the DMV Insurance Verification Office requires proof of current coverage before accepting your reinstatement fee. Most carriers file this proof electronically through the state's verification system. If your carrier does not participate in electronic filing, bring a paper certificate of insurance to the Adjudication Office when you pay. The certificate must show coverage effective on or before the date you pay the fee—future-dated policies do not satisfy the requirement.
Compare Carriers That Write Post-Suspension Coverage
Twelve carriers write auto insurance for Rhode Island drivers reinstating after suspension: Allstate, Amica, Farmers, Geico, Hartford, Liberty Mutual, National General, Nationwide, Progressive, State Farm, The General, Travelers, and USAA. Not all carriers write policies for drivers with recent suspensions on record, and those that do price the risk differently. A suspension for insurance lapse typically costs less to insure than a DUI-related suspension, but pricing varies by carrier and by how long ago the suspension occurred.
Request quotes from at least three carriers before you pay the reinstatement fee. Some carriers require proof of reinstatement before binding a policy; others will quote and bind coverage while your license is still suspended, with the policy effective date set for the day after your reinstatement clears. Binding coverage before reinstatement ensures you meet the insurance-verification requirement immediately and avoids a second trip to the DMV.
